This is an 8-Pin IC Socket, solder it to your PCB and then place the IC/Chip on it for easy removal/replacement in future. IC sockets are the life saver of DIP (Dual In-line Package) chips. Why? When soldering a chip directly to the board without a socket, the chip will be exposed to direct heat which could potentially damage the chip. Another thing is that a socket enables you to remove/replace the chip very easily.
